You can do the following to manually uninstall all Store/Exchange content from the game:
First, quit the game and the launcher. Now go into Documents/Electronic Arts/The Sims 3 and look for a folder called "DCCache". Delete everything inside of that folder, but do not delete the folder itself. If you have an InstalledWorlds folder, delete the contents of that folder - this will remove any custom worlds that were installed previously.
Now run the launcher again and then go to the Downloads tab. Notice that none of the items on the list will have an installed icon. You can now selectively install the items again as you normally would.
