Question about Ambitions real estate

I brought some property that was "offline" and said I had to make the lot value 80,000 before it could be opened.
Currently the furnished value is 120,00 and the unfurnished is 84,000. I click to go to live mode and it says I can't open it until I have 2 bathroom sinks, 2 toilets, and 4 decorations. So I put in 2 bathroom sinks, 2 toilets, and 4 different decorations.
It still tells me I can't go online with it.
How do I upgrade if even after I do what it tells me too, it says it's not enough?!
