There was a survey around in 2017 for The Sims 4 future content packs, and small pets was one of them. What happened to this one? And yes I know My First Pet SP exists and happened around a year after this survey, but that didn't have all the features this survey suggested it could have.

Sims who long to own a pet but lack the space to accommodate them will love The Sims 4 Small Pets. Adopt a wide variety of new small animals, teach them tricks or even breed them to unlock rare specimens. Earn simoleons by building your own pet shop with adorable creatures and their accessories!
Adopt new animals – Have your sim adopt a new pet and take care of them. Your sim can choose between a talkative bird, a mischievous ferret, an adorable guinea pig or a furtive reptile.
New breeds and tricks – Teach new tricks to your pets, like how to say new expressions, or “go fetch an object”. Create your own rare species with distinct looks and unique personalities.
Build a pet shop – Create your own pet shop and put animals up for adoption to earn some simoleons. Sell animal habitats, pet food and even toys for their entertainment!

Yeah definitely lol I can't imagine anyone wanting to spend another 20 on animals after C&D, MFPS, CL and HR xD
I'd love a pet shop too, not necessarily to buy pets, but rather pets supplies. Upgrade parts for the aquariums, vitamins and minerals for fish, bird seeds for the bird feeder station, cat food and litter, some comfier looking pet beds, horse hair shampoo, treats, toys and wellness supplies.
It's maybe just me, but I could happily fill my game with plenty more animals.
Also a dog training centre to teach skills and pet social bonuses.
Unplayable animals, too. The fact that even horses are unplayable and take up a household slot anyway is crazy. It's a major reason HR is way down on my list of packs to buy, if ever. You'd think they would have at least increased the number of slots, considering we already have unplayable cats and dogs taking up space. What is the point of these unplayable pets? They may as well all be objects like goats and chickens; at least those don't use up household slots.
I got a mod that adds stray cats and dogs to all worlds so my sims outside of Brindleton can befriend a cat or dog without it pointlessly taking up space in the household.
If they ever make the pets playable, maybe we could have a sort of secret life of pets type of gameplay with friendships, adventure and mischief. My sims could have a cat burglar.
