“Role sims" not getting added to service household?

Hello, does anyone know why role sims such as lot mixologists and consignment store cashiers, labeled as "homeless sims," are not being moved away from the "non-service homeless" caste and into the service household? I turned on the option in Story Progression to make this happen. Does this transfer happen infrequently?

If you have Story Progression's "manage homeless" turned off, it seems to block any changes to homeless Sims.
I thought they would still be moved to the Service household and non-service homeless sims would be removed via Overwatch. That seems to be false.
