    Is there reliable, up to date mod that allows to Sims to see current weather in other worlds before traveling there?

      Little Miss Sam has a weather mod, listed as last updated on 3/14. It doesn't so much tell you the current weather as change it to whatever the mod has decided it is if you go there, but it's as close as I've found.
