No more Happy Toddler reward trait?

In my game the two recent toddlers aging up with all 5 skills level 3 or better, earned no "happy toddler" trait. I added it by cheat, but now I wonder if this bonus trait is no longer an active feature? I liked that there was a purpose of building toddler skills. I hope the effect is still there.

First time I noticed the sim did not get the trait was before the infant patch, so I don't think it is was caused by the infant updates.

Do your toddlers gain this trait when all skills are 3?

“Top-Notch Toddler” trait is bugged too. I haven't had any Happy Toddlers recently, but none of my Top-Notch ones got a trait. I believe it had started around HSY.

In my game, the Happy Toddler trait doesn't show up in their simology until they age up to teen.

It's been bugged in my game for the several past months, you'll just have to manually cheat in the top-notch/happy toddler traits when you deem necessary on age-up.
