Technically, teens can hangout anywhere. If you have Get Together, and start a club where teen age is a club requirement and dancing is club activity, any place that you designate as the club hangout becomes a teen dance club.

Since teens can practice mixology and order bar drinks anyway, it's all up to your imagination whether their drinks are "virgin" or not. Because I like teen rebels, I also like to place a Bubble Blower in that lounge area. The closets provide a place for messing around, and there is space behind them to build an additional secret room or hideaway. 😁

Yeah but I would rather have an actual teen hangout instead of a club trying to arrange teens to hang out. I want teens in the neighborhood to hangout together without the player trying to force it.
Nightclub is 18+ due to the drinks. According to TV shows, Teens prefer to host parties or go to rave parties.
Maybe Windenburg parties should be reserved to teens.
No, please, I don't play teens as often and I do like those parties. Maybe they could add teenagers focused parties, raves and what not. Like the park venue could trigger teenage rave parties at night.

In my experience, parks already function that way. If you go to most parks at the end of the day, you'll see a lot of teenagers hanging out there. Whenever I want one of my teen sims to meet someone new they're age, I take them to a park in the evening.
