Fishing rods in inventory

I never quite understood why my sims can't have a fishing hobby more defined that learning about guppy and building fishing skill.
It would be more fun if a sim would need to have a rod in inventory to fish. That way I could also prevent my duchesses, not to mention the royal family, to be seen as NPCs fishing in a random pond. There could be 2-3 classes of fishing rods, and also a system to improve chance of fishing with bait, like storing bait ingredients in a small box also in inventory to use. Fishing rods and such boxes would make for useful gifts, as well.
When TS4 I don't think there was a lot focus on inventories, but since then we got several activities that require an item in inventory. Football and yoga mats, for instance, + all the portable stuff like grills and camping stuff.
Fishing feels much like a wasted opportunity, it easily get the same to all sims, it's only a matter of hours spent, and not about investing in better equipment.
