Riding lessons unavailable for Sim

So I was going to have my Sim Penelope go over and take another riding lesson. She had done another one earlier in the year.

However, when I clicked on it, that option wasn't even there, wasn't even grayed out.
Now, I know that lessons aren't available during the competitions. But when I tried with my Sim Connor, the riding lessons option was available for him.

Which is kind of weird, why one can take riding lessons and the other can't?

Are they at different levels of the riding skill maybe?

Yeah, she is at 1, he is at zero.

Ahh, if that is true.. then I no longer have to worry! I guess I figured you could take lessons as often as you wanted to.

One thing I've noticed is that skill classes a sim has already taken become available to them again if they are vacationing in a different world (Traveler mod, might also be the case with WA and Uni). Not sure if this is intended, but the couple of times I tried that it didn't seem like taking the class a second time actually did anything for them or their skill levels, although it did make their wallets a bit lighter.
