Sims Deluxe not working on Windows 7 or 8

I recently got a second-hand copy of Sims Deluxe Edition. I installed it on 2 computers, one Windows 7, the other Windows 8. All of the following applies to both:

The installation went fine. The main game startup screen came up fine, but when I actually clicked play the game, it told me I need to run it as an admin. Same for when I clicked play the character creator. When I tried running as admin, the busy icon appeared for a couple seconds, then just stopped as if I hadn't clicked anything at all.

I tried every compatibility option available, that same thing happened every time. Ran it as admin for all of them.

Anyone know what might be happening... what the problem is... how to get the game working... anything?

If it makes any difference, I used install codes I found online because I cannot find a code on the disk case. I tried installing it twice on the Windows 7 in case it had something to do with the install code. It did not make a difference. These are the ones I used:

I remember for a time my copy of the Sims would do this as well for Windows 7. Do you have any security programs on your computer at all? If so try disabling them temporarily when you try to run the game and see if that works.
