Are you asking if it's 8 sims per lot for a residential rental? Because the cap is still 8 sims per household, so one regular residential home can accomodate 8. But you can have a household in each rental unit, so for example, if you have a residential rental lot with 6 units, you can have 48 sims living on the lot.

No, they are not. The EA app is just cruddy. It also affects more than just The Sims. Obviously if someone has already bought the game they don’t need to re-buy everything for the same platform.
Of course the milestone bug is being worked on, but the devs don't seem to add bugs to the "laundry list" unless they're very sure they can be included with the next patch. I do wish we could get an eta on it though.
