Love how just about every other feature mentioned in this thread is in TS3 in one form or another, with a few more from TS2 and a bunch partially possible through modding. TS3 isn't perfect but it has everything I need and everything it lacks, TS2 has.
Oh it's just Boroughsburg, by PotatoBalladSims. I did a little bit of work on that world (assets, textures) but I can't claim any part of the amazing work he did on building it.

Assuming you've saved these Sims before placing them into the world, their .SIM files will be in Documents\Electronic Arts\The Sims 3\SavedSims. These SIM files are usually quite small and can be shared easily. Thanks!
CC is fine, but please don't expect me to leave all of it on. The Sims get a makeover in which they're 80s-ified to a certain degree and I usually try to stick to their original looks and style, but I have a very finite amount of CC I'll be able to use beyond what I already have.

Thanks guys, you're almost giving me too much credit. The mic situation is a bit tricky, yeah, because my house has really bad acoustics. These rooms are more or less just big white boxes covered in a thick layer of insulation and concrete. So things have a habit of echoing quite badly.

Well it's always possible to upgrade the RAM should you be willing to invest a little bit of money in it. 8 gigs of RAM'll set you back little more than $50 nowadays.
That's rough, hope the computer will have some special meaning to you. Having said that, 4 gigs of RAM isn't quite enough to play TS3 on. Not smoothly, anyway. You won't be able to run the game with more than a couple of expansions for very long.
I should point out that should you want to change this, it's probably possible to configure the game to have a higher shadow update rate. I know for a fact that it's possible in TS3. Honestly I'd rather have no moving shadows at all than choppily animated ones, but I don't have to make that choice so I make them smooth…

Open world, CASt and better graphics. All cliché as hell and the game wouldn't even be close to perfection, but it'd go a long long way towards making this game worthwhile. I might even prefer it over TS3 in that fictional scenario.
