Definitely confirmed. And it's not just with bathing a toddler, either. I find my adult sims would get in the tub and then get right back out, too. Aged up the infant and bam, baths work great again.
This patch was just the foundation of toddlers. I'm sure they will expand on it in the future, we just have to be patient for the extras and enjoy what we (finally!) got in the meantime. :) I love the idea of a kiddie pool though!
