They could be talking about the abandoned area of Lucky Palms. That was very secretive area with the Military Base, Science Laboratory and Criminal Headquarters.
Am I offended at this price, no. Will I wait for it to go on sale, yes. Only because I don't feel comfortable spending more than $20 a month on games for myself.

I still believe the Sims 4 has a hurry up and wait attitude. We get blocks of information and products and then nothing. I know part of the problem is in Sims 3 we had the store that had something new coming out every month, sometimes twice a month. Thus keeping the lull between pack releases more interesting.
Free stuff packs that have product endorsements sure why not they did that in Sims 2 and 3. However to buy them no thank you. Having English in my Sims game just throws it off.
This will slow down only when they become regulated by governments. Especially when state and local governments realize how much money they are losing through sales tax.
Could it be they (EA/Maxis) is stopping the production of Expansion Packs, and this why the shuffling about? While the Game Pack and Stuff Pack teams will stay intact.
