Yeah, you can. My sim had a huge spaniel in one game and the next day I saw a little yorkshire terrier, and they became friends and woohooed. They had three babies, two small dogs and one large one. There is no such thing as a medium dog though. Shame.
To have your sim dogs mate, size doesnt really matter I've had small dogs and large dogs produce offspring but you DO need a dog house in order for them to do the 'try for puppies' interaction. Also it helps if they have a high relationship with each other. Hope this helped
