Teens/children should have more rebellious options (sneaking out), romantic/friendly interactions and parties: sleepovers, tea party, costume party, proms, graduation party etc.
I voted for elders. There's really nothing to distinguish them in personality at all and they just fade into the woodwork. The problem is that you can't assign too much to babies, they are supposed to be newborns after all. If you try to give them too much game play, like crawling, you edge to far into the toddler category and then the devs won't want to update babies to be a version of toddlers that they have already put so much work into.
I think the most we should ask for in order to stand a decent chance of getting it, is to cut the umbilical chord between a baby and a crib. If babies stayed essentially the same, with the exception of new burrito wraps via colors and/or patterns, but were able to be taken from the crib to a changing table and a rocking chair, but not out of the nursery itself, then they might be more willing to throw babies a bone.
I don't think we need to create them in CAS, after all, babies are created from the CAS DNA from the parents, a thing we may not do ourselves. When I create kids or teens, I never do it via DNA of the parents, I just click the kid or teen stage and create them myself with no DNA from either parent. There might be a physical resemblance, like red hair, but, other than something like that, the offspring may as well be adopted. Newborn babies are the only real offspring in my games.
I do think it would help greatly to give the effect that babies are more than just objects, if they gave us things like furniture, wallpapers and the such to create a baby nursery in a house. Right now, all we have is the crib itself which we don't even get to choose. Add in plain and fancy cribs with changing tables and other baby nursery furniture and decor.
You just assume their newborns since the game did such a horrible job on them creating a lifeless object that does nothing and hops out of the bassinet walking. In reality babies should fill in the gap of the first year in the Sim life in which a lot changes happen in that time they do not remain newborns for long. If you play with aging off or a long life span 12 days is a pretty long time to have absolutely no development its just strange.

I used to really enjoy babies in TS2 but I'm never really bothered about them in TS4. The crazy thing is in going back to TS2, I realised the babies there can't actually do much, there isn't much to them, it's just simple things that make them well done. I want babies free from the bassinet, the ability to leave the house with them would be amazing. Family days at the park with baby in a stroller, family vacations without abandoning the baby, living above a retail shop without being the worlds worst parent when baby lives in a different house. I want changing tables, rocking chairs and play mats. I want to multitask while holding the baby rather than just leaving the baby upstairs alone all the time. I want to wash the baby in the sink or a baby bath. I want cribs and an actual choice of them at that. As for developmental milestones, you could always have early ones such as learning to roll over, learning to sit and learning to hold a bottle to feed themselves. In real life a baby is an expensive and time consuming addition to the family, in the game I barely notice they're there and I want that to change. I also think a baby should have some sort of hidden trait that makes them act differently. A fussy baby that cries a lot, a content baby that is easier to look after, a baby that always cries when put down, a baby that constantly wants to be fed. Babies could be so much better than they are right now.

I would love it if the babies aged slowy over every day like the first day there is there crib 2nd day there crawling 3rd day there sitting then they age to a toddler oh and BABY MATS
For me it would be babies, elders, teens. I hate they you can't do anything with them except and feed and change diapers. There are SO many milestones that first year and I wish that would be reflected in the sims.
