I had the same issue, I googled it to find this thread. After reading about pile of dirt, I move around furniture in my kitchen (Sim got this moodlet in the kitchen area) and found out that there was pile of ashes hidden UNDER the fridge. So neither my Sim nor housemaid couldn't get there. I removed it and bad moodlet has gone.

It is good that you were able to find the cause of the moodlet. You wouldn't have been expecting to find ashes under the fridge! It is good that moving the furniture helped to locate it.
Also , welcome to the forums
The fish tank and fish bowl items do seem to be a cause of the umcomfortable moodlet. It is good to remove these items if you find that your sims have that moodlet, and see if it helps to remove the moodlet.
If you don't have a fish tank, check behind bookcases in case dishes have been placed there, or on half walls, or under a table or on a shelf.
Check that there isn't spoiled food in the sims inventories or in the fridge.

So to fix I removed all foul quality fish and left the fresh ones, because once they are in the aquarium they will stay fresh indefinitely. I then replaced the others with purchased fish because they also never go bad.

The fish tank itself doesn't cause the moodlet to occur, it is the quality of the fish in it , just as you posted.

Does your sim have mounted fish on the wall that is foul? my sim is a squemish so i ot rid of that anfd that done the trick. or it could be fosh in a fishtank you cought went foul.

It is helpful to know that removing the mounted fish helped the issue when it occurred in the home of your sqeamish sim.

you need to get a maid or get your sim to clean the whole house if they start picking up plates they go all over. we can not find what they can. also, the maid can find everything. if the sink breaks it's always dirt left behind after a fix or fire.. and empty trash. or get that good garbage can that you do not need to empty. also, maids find puddles you can not fine. Sims do hide plates. and I have found something outside on the porch that I tried to put in the fridge. so even if you can not afford a made all the time do the one time maid when the Sims think the house is dirty. it can even be the shower.

Yes, if a Sim is Squeamish, they will be Uncomfortable in any room with an aquarium, even though the fish in there cannot go bad. It seems that Squeamish Sims dislike fish in general, which is funny, because mine will still go into room with the aquarium and watch the fish, even though it makes them extremely Uncomfortable.
It's also possible that Squeamish Sims will get Uncomfortable when in the presence of bowled or mounted fish, regardless of quality. I haven't tested that, though.
Just experienced this recently myself with a sim who has both the neat and squeamish traits. I had remove a few kitchen appliances (ice cream maker, coffee maker, and popcorn maker) and it went away. This trait combo can make sims a handful apparently! (I also banished all the frogs in her inventory to the basement for safekeeping)

The combination of the two traits in your sim would be a challenge
With the popcorn maker machine , there are issues when the machine is in the room but hasn't been used,
@whitneyng that sounds like a nightmare scenario. I haven't noticed it myself, but I don't play much anymore because there's too many bugs that make playing a nightmare.

This happened to me awhile back too. My sim caught some fish and held them in his inventory a tad too long before putting them into the aquarium. It took me a RL week to figure out why they were getting the filthy surroundings buff. I moved all the furniture, and scanned every pixel of wall looking for random missing plates or hidden garbage piles, I hired maids and no luck. It wasn't until my toddler aged up to a child and and instantly got the buff while viewing the aquarium that I figured it out and removed all my foul quality caught fish and replaced them with purchased ones.

When it occurs, try seeing if there are fish in an aquarium or fish bowl that may be " foul " . Check that no dirty dishes are in bookshelves or behind seating or on half walls.
I have a similar problem, but it only happens in one building. I built my own vet clinic, its kinda small, but couple days after I opened it, the sims have now always uncomfortable moodlet +2 from dirty surroundings. Like the moment they enter the bulding, they are uncomfortable (even if the vet clinis is still closed, so there is no dirt from the pets), and when they come out, they are happy again. So its nothing in inventory. The problem is I cant see what is wrong, everything is clean, fridge is cleaned out, toilette is clean, i dont see anything on the floor... I dont know how to get rid of it, maybe its some dirty dish hidden somewhere, but I dont know where. Anybody has any idea what to do about it?

Do you have an aquarium, or fish bowl? If so click on it and choose open then mouse over each fish and check the quality. If any are foul quality remove/sell them and replace them with new ones.

It is an issue affecting sims that have the neat trait. It is when the fireplace has been upgraded to auto light and the fire goes out. The issue is included in this thread on the AHQ EA site
