No Romance again

Help me please, I recently had someone tinker with my computer and it totally messed up the game. I've gotten the game back running with no cc or mods, however, I'm still running into the issue where I have no romance option available. I started a new save and all. It's still not working. Does anyone have a fix for this or a suggestion on what else I can try? Running windows 10 on my MSI G-series laptop. I've already done the following: uninstalled origin and sims 4, did a fresh install, removed sims 4 file from electronic arts doc folder, run the repair on the game and done multiple reboots throughout. any suggestion would be helpful at this time.

If you haven’t aleady done this, try resetting your sims 4 folder, starting a new save game file, and testing to see if it occurs there in that new save game . To do that, move your sims 4 folder ( that is in Documents -Electronic Arts - then the sims 4 folder is there ) to the desktop. Then start the game, and a new sims 4 folder will be generated.
Start a new game and test to see if the issue is in that new save game also.
Exit the game and then copy back the "options.ini" or "options" file and the "saves" , "screenshots" "tray" "custom music " and "mods" folders from the desktop sims 4 folder to the new sims 4 folder, replacing the new generated file/ folders with the old file/folders from the desktop sims 4 folder.
Test the game again.

Could you please describe a little more about what happens with the issue in the game. Is there no romance social interactions? Is there no romance bars?
