Item Unlocks Family Specific?

It kind of looks that way, which is disappointing.
I mean, there are items I unlocked in one household that they can buy again if wanted, but other households cannot purchase these.
Is it supposed to be this way, or is my game buggy?
If the former, hopefully they can Patch in the option to set it in the game options at some point maybe.
The only way around this (kind o) is if your Sim is carrying something in their inventory, they can place that item in a different location including someone else's household.
It doesn't work for household inventory as far as I can tell (unless I'm not doing it right).
If someone can post a workaround , I'd appreciate it.

The cheat is:
That will unlock all of the reward items in the build catalog throughout your entire save file, no matter what family you're playing.
Shame it's not just across that particular save though.
