As for how i did it...hmm It's kinda hard for me to explain. For starters, you need to know how constrainfloorelevation works when making L and U shaped stairs.
I know you have to have the first floor's walls in place where you want the stairs, changing and adding walls can do weird things to the stairs.
Next on the second floor(it's easier if you have a lot of space to work with on the second floor), use the stairs tool to bring down the floor by one set of stairs(four steps) instead of two sets like when making L shaped stairs, and level it off where you want the higher elevated floor panel.
When making the lower floor panel, you go down three sets of stairs so both floor panels are from the second floor, that panel has to be two squares away from the first so that you can connect them with stairs (make sure to delete the two warped floor panels in between the different elevated ones so you can place the stairs)
You should be able to place a single set of stairs that connect to the floor from that lower panel after deleting the floor square above where you want them on the second floor.
Delete the square beside the higher floor panel in the direction you want the stairs to connects to the second floor.
Level out the floor around the full set of stairs to where they are suppose to be but make sure to leave the warped floor panels around the elevated panels alone, they are needed to keep the elevated panels.(that's why there is that contained space around the stairs on the second floor)
all that probably made no sense, i'm so sorry if it doesn't. i am horrible at explaining things, especially when i barely understand it myself.
@Envyfan WOW those stairs blow me away! I've never tried to accomplish that. The only other option that I could think of is the Storied Tale Stairs from the Brunch at the Old Mill collection. But that limits the direction of the turn, and I think in the wrong direction for you.
I can't imagine how it could take up less space. In the real world a similar staircase would exist the way you've built it. Unless the book/show includes spacial distortion, the only way to use a smaller foot print that I can think of is a spiral staircase. And it doesn't sound like that is what you are going for.
