I have TS3 with 8 expansions installed through origin. I have the game on a high end computer. I have CC in my game which doesn't cause lag that much. What could be the cause of lag in Isla Paradiso?

I'm glad that I could help in some way... Hope you get the lag taken care of. I've done some of the things as well such as removing the houseboats and moving some of Sims into other houses. Plus I also am using the NRaas mods to help as well. I've played in the world for a little bit afterwards but then played another save as I sometimes get bored.
The most serious residential lots to be concerned about are Ichtaca, Los Amigos, Medina, Scott (houseboat/port). But ciane's fixed version of the world takes care of those and goes much further than that. EllaCharmed's fixed version of the underlying .world file takes care of some of the major breaks (rifts) on the world lot, meaning roads, sidewalks, and where they meet, that can cause routing lag. They can both be used together.
Yes absolutely on the NRaas mods, but even those aren't enough alone. The world is design-flawed. If the player doesn't want to take all of the steps to fix the world or use ciane's version, again with NRaas mods but especially ErrorTrap, Overwatch, Register, and MasterController for periodic Reset Everythings, and not all players want to do all of these things, it is best regarded as a "Serving Suggestion" of what the EP is capable of but not necessarily all at once and it shouldn't be played in.
There are many wonderful player-made custom tropical worlds available without all of the flaws and much of the IP content is just fine in other worlds -- not all of them can support diving lots if the water isn't deep enough, but resorts for example can be played anywhere.
Ella Charmed at Ellacharmed.wordpress.com has done extensive work on Isla Paradiso fixes, lots and created empty worlds. I recommend everything you can find except for the empty world, as I replaced a resort lot with a park and I would see phantom fish swimming at eye level. It freaked me out too much and I could not (for the life of me!) delete the spawners that made those weird glitches.

Also, if you have NRAAS, you can limit the populations of wild/stray animals, traffic, etc, than can cause the game to lage.
Hello, I hope I'm not too late to fix your problem!
You can try a number of things:
1. Resetting sims
You can do this by bringing up the cheat console (Ctrl+Shift+C) and typing in resetsim * .
This will reset all sims so that it will reduce lag and also discontinue freezing.
2. Clearing your caches
This one is also fairly easy. Open up your Sims 3 folder (Documents>ElectronicArts>TheSims3, but it varies for what type of computer you have) and delete the following:
CASPartCache
compositorCache
scriptCache
simCompositorCache
socialCache
3. Close all other unimportant background programs
If you have anything running in the background that takes a lot of storage, it's smarter to close it (unless it's important). For example, I usually have things open in my task manager that I like getting rid of to make my computer faster. I also open up hidden icons on the taskbar and exit anything that I don't need. Or, if I have a chrome window open with a lot of tabs (because I tend to hoard tabs) I always look through them and close the things I don't need.

@MagicPiggyPigg - While your advice is good generally, I'm afraid that all of it would not be nearly enough to fix Isla Paradiso lag. The world is design flawed as it comes out of the box, so to speak. For most players the world will glitch up not very long after starting to play there no matter how well the computer and the game engine are running and no matter how well they are taken care of.
That is why we keep talking about EllaCharmed's underlying .world file replacement and ciane's fixes, as otherwise no combination of cache clearing and sim resetting is going to stop the constant attempt to reroute particular resident sims around the flaws, into and out of their homes/houseboats, and around town.
