I am making a Youtube channel mainly for Sims 4 but I will make videos of sims 3. I was wondering for my first video do you think it would be better speaking or using annotations since my voice is really quiet and I don't speak on microphone much. Basically I have little confidence speaking out loud.

If you don't have confidence in speaking out loud, keep in mind that you could try recording yourself, then play it back and see how you feel about it. Editing can help you with spots where you run out of things to say or say a word wrong.
Annotations are probably going to be less interesting to the average viewer, but there's no reason you can't do it that way and written words can be entertaining too, it's just harder to grab peoples' attention with them in a video format.
One thing you could do is see this as a way to get more confident in speaking out loud. Practice and getting used to hearing what your voice sounds in recordings will go a long way.

Can help you to edit out missteps.
