Can't play offline

Everytime I try to log into orgin or sims 4 offline it says "Unable to connect to Internet Chromium can't display the webpage because your computer isn't connected to the Internet. ERR_INTERNET_DISCONNECTED"
I'm using my phone to post this, it is 100% offline. I try to open orgin and sims every way I can think of and it brings me to the this same page everytime.
Yes, I have played the game before. It will not pop up the orgin log in screen so I can toggle "offline"
I've seen people trolling others saying it works and that you can, but I can't. Maybe someone else can walk me through what I'm doing wrong?
