Just a good Samaritan reporting some bugs

First the tragic clown is broken. 
His behavior seems fine, I think but he's not wearing clown clothing. I summoned him twice with my sim and he spawned wearing random clothing.
Everytime that my sim knocks on this apartment's door after woohoo noises this NPC keeps coming out with maid clothing. I don't know if this is a bug or not but it's kind of weird. Other times he's normal, it's only after the woohoo noises it has happened in two different saves.
Also, are chips meant to be free? It seems kind of odd that in the midst of all the bar snaks chips is the only one that is free.
I also don't understand why the dishwasher from Dine Out can be placed wihtout counters and the base game one and the parenthood ones cant?

With the chips, the other items were added with the Get Together Pack. The chips have been there from the start of the base game and I am not sure if they have always been free.

I’m pretty sure chips have always been free bar food because they’re also a quick meal.

Thanks I actually made that post you linked ahaha It sounded so silly but I was really questioning if they were or not supposed to be free.
