The "Vampiric Duel" option is under Mean interactions. Just like a normal fight, the relationship bar between the two sims has to be sufficiently in the red for that to be unlocked. "Vampiric Spar" is under Friendly interactions, though you might have to hit "More..." a couple of times to find it.
And the duels can be awesome...especially if initiated by a mortal Sim. I had a Mother return from work to find Vlad attacking her teenaged daughter. She started a fight and won...despite his supposed Grand Master powers. Her weapon of choice? A cudgel made of garlic which she produced out of nowhere! I wish I'd recorded it, but I'd gotten too wrapped up in the animation (and laughing too hard) to think of it
