Ask to lay the table don't work but when I lay the table it work.. I don't understand why?

I think it depends on how high your parenting skill is. So if you have a lower parenting skill the child might not do as you ask.

It's not about the level, my sims is on level 8, it's just do like ''I can't go here''.

Click on the table with the parent or child, choose 'Set the Table', choose one of the placemats options and then see if they do that or not.
