Do you have the required NRaas Careers base mod? That is very different from the SP Career add-on module, they do entirely different things.

SP Career is an extension to StoryProgression that provides arguably better and more customizable job performance and career/school functions within StoryProgression.

The Careers base mod is a platform on which custom careers, including add-ons like the one that provides for custom schools and homeschooling but also custom careers designed by others, must run. The custom careers/schools will not function without the base mod in place as well.

I installed the mods you suggested and I made sure the settings said home school. Went in game and still could not choose home school for my teenager? I am I using the wrong settings?

Sorry if I was unclear, but there shouldn't be any settings needed. The requirements are:
Careers base mod (the second one I linked to above).
Careers Schools add-on module (you said that you already had).
A City Hall in town somewhere.

The SP Career module is nice to have if you are running NRaas StoryProgression, but is not a requirement for this.

To enroll in homeschooling, the option should be on City Hall as that is where the (virtual) school is located. The other way is to use MasterController on the sim, NRaas > MC > (Sim) > Intermediate > Career > Choose School > (do the specialty schools and homeschooling show up as options that way?)
