It's a very old and week cpu (2010) So no idea why someone would even think about pairing that cpu with a GTX 780 or 1060.
Where are you located and what's your budget?
16GB hyper X fury
MSI GTX 1080
MSI gaming M5 mobo
Evga 750 supernova
Corsair hydro h110i GT
Corsair obsidian 750D
500GB SSD
6TB Seagate Barracuda Pro
LG 34" ultra wide
You will not find anything in that price range.
I would not recommend something used either.. No telling how well it's been looked after and it may only last a short period of time so you may very well be wasting your money.
My only suggestion would be to try and save some $$ for a better new pc.
A good gaming desktop will cost you 850 CAD and upward.

You would be better off with MSI . It would have better cooling than a dell laptop https://www.amazon.co.uk/MSI-GL62M-15-6-Inch-Laptop-Black/dp/B071FXM3QQ/ref=sr_1_8?ie=UTF8&qid=1502985783&sr=8-8&keywords=1050+ti+laptop

okay I'm sorry for all the questions but do I just buy this laptop and download it or do I need to buy upgrades? sorry I'm not very computer savvy thank you for this help I am very appreciative
anytime you buy a new computer you need to make sure windows 10 is updated and all your drivers are up to date by going to the laptop manufactures web. Search your make and model laptop and update what drivers they tell you to. Then download the game. This game requires that your drivers are up to date. Laptops come with two video cards. You will need this link after you install the game http://forums.thesims.com/en_US/discussion/776882/sims-4-and-switchable-graphics-how-to-nvidia-amd/p1
I'm looking into buying a desktop computer specifically to play The Sims 4 (I don't want to destroy my regular laptop), I feel like I'm going in blind when it comes to specs and all that so I'd reaaaally appreciate some input.
I'm based in the UK and have a budget of about £800 but would obviously prefer to spend less, haha.
I don't have many requirements- just I want it to play the Sims 4 and that's basically it! I'd love any help.
Thanks!
This meets requirements and includes monitor , keyboard mouse , wifi https://www.amazon.co.uk/Freshtech-78LMT-USB3-Motherboard-Performance-Certified/dp/B01LY6VD99/ref=sr_1_fkmr1_3?ie=UTF8&qid=1502738162&sr=8-3-fkmr1&keywords=freshtech+gtx+1060+ti+windows+10
