Is there something in the settings that some users pick and others don't? (It's been more than a year that I've been here so I honestly don't remember the sign-up process, and it may have even changed since then.)
I'm thinking that it has something to do with when a member has joined the site. I noticed that the ones who had joined dates of 2009-July 2014 back on the old TS3 forums has the EN_US while the ones who had a August 2014 and on up join date having the General.

This is the right explanation to this "issue". It doesn't really mean anything.
I never had issues with it on this forum, however, on the Dutch forums my rights were (unduly) limited because I had the "general" role rather than the "nl_NL" role. Luckily the mods there fixed it for me.
The en_us vs General had something to do with flagging new members when the first started trying to find ways to solve the troll situation at the time. I remember people asking to have their status changed so they'd be able to set up their avatars. Not an expert though so don't know much about it.
I just assume that roles are IP based. EN_US are US members & General is everyone else that isn't from the US.
I think had Maxis had a branch or spokesperson on their behalf based in the UK then there would be a UK forum. Similar as to how the AU forum have their own Simguru based in Sydney.
