How do I gain access to the hidden lots (police station et al) in order to wreak havoc on them?

Hello
Your sim needs to joim the police , hospital,and scientist careers, then you need to go to work with them. Then when at work, enter into the cheat bar
testingcheats true
Press enter
Then type in
bb.enablefreebuild
Press enter
Then you can edit the lots in build mode
