I recently noticed that if my sim has fresh ingredients, the regular cost of the meal without fresh ingredients is not shown even when "Use Fresh Ingredients" box is unchecked.
So for example, if my sim has fruit in his inventory, and the Cook... menu is opened up, the cost of the Fruit Salad is displayed as $3, even if "Use Fresh Ingredients" is unchecked. It should show $4.
However, if the sim makes the Fruit Salad without fresh ingredients $4 is deducted-- it's just not shown in the menu.
Essentially: if a sim has fresh ingredients but decide not to use them, I can't see what the cost will be until actually cooking the meal.

I have checked this in-game and the same thing occurs in my game also. I think that why it occurs, is that the " use fresh ingredients " box is ticked by default, so that is the price that is first displayed.
