You are never going to be able to play the game properly and added expansions is just not going to happen.
I am surprised you can even start the game with less then 2GB of ram.. you actually need above 4GB.. ideally 8GB or even 16GB.
You dont have a graphics card which is a MUST when playing any sort of game, And you really need a quad core i5 or AMD fx cpu.
Sorry the only thing i can suggest is a new pc. Not much can be done with a system which is very low end.

The info is showing that your computer is very low-powered in all respects. That's why it's freezing as much as it is: it can't keep up with the simulation or the rendering that the game is trying to do. Chester has shown some of the details above. The game minimum requirements are for a PC for the basegame alone way back when it had had no updates; it's a bigger game now, especially with add-ons. I know that's frustrating to hear, but many computers get sold as "powerful" that are really only powerful for regular work chores.

Your actual hardware inside your computer is the reason you are having trouble, The information in the Dxdiag tells us that.
Just because the dxdiag was long (everyone has a long Dxdiag.) does not mean your computer is powerful, For instance you could have a $200 notepad from 10 years ago and it would still show you a long dxdiag.. but does not mean it will run a game.
Like luthienrising stated.. it's frustrating to hear but it's the truth. You can spend the next year trying to play the game without lag, But it's not going to happen.

Apple machines are generally more expensive for the same level of power as PCs; you'll also get more power for your money in a desktop compared to a laptop. Either way, you will likely be looking at spending a lot more than you did on this machine you're playing on now. If your current available budget is only a few hundred dollars, start saving. Desktop PCs you need at least about $600 now, not including keyboard, mouse, and monitor. A laptop that will keep playing the game for its lifetime (and laptops have a shorter overall lifetime because they generally need to be replaced completely: a desktop, you can upgrade parts if you buy smart to start with) needs at least a few hundred more than that.

the computer that has the low memory is not a laptop just computer i did have a lap top but never use as its not good so go in for anther computer with more rams i seen a few with 16rams is that good?

Please do start a separate topic in the Technical to get help with hardware on a new computer. It's not just about RAM. That said, if all you're doing is gaming, 8GB RAM is enough. I get use out of my 16GB because it speeds up photo editing and some other graphics processing I do, but it doesn't affect my Sims game. But altogether, I'm running about US$1,250 of hardware that can take advantage of that RAM not restrict it from doing its job (that $ is not counting the monitor, keyboard, mouse, or Windows). If you start a new thread in Technical with your budget info, we can help you find a system. Don't bother upgrading what you have now before we look to see what it is: not all hardware setups are worth upgrading. Sometimes you're better off starting from scratch because every piece, including the case, is just that old. I did that for one of my kids this winter - he hadn't upgraded anything for 6 years. It was past needing just parts by that point.

i seen a web site where can buy ram parts but not going to buy online just browsing i going to take it to the pc local i use and they do it
It's not worth if if the rest of your computer is low-spec. Your computer will not be able to take advantage of all that RAM if the CPU isn't strong enough. You'll be wasting your money. You need a better CPU and graphics card if you want better game performance, as well as more RAM (but not as much at 16). And you probably are going to need a new case to fit it in (older cases will often be too small for newer hardware) and a new power supply to run it (your current system probably doesn't have enough power to run better hardware).
What you need to be taking from our advice is that your CPU *and* your RAM *and* your graphics are all low-spec for the game, and all three are going to cause lag, even if you upgrade the other two.

i see so my desk top is too old then with it been about 4 years old so have to be a more this years types pcs right. wait it a bit older than that i bought it before i moved that was 2013 so i bought it before then about about 2012 when i bought it so almost 5 years ago. So need the latest model
