Toddler misbehavior not being punished but rewarded?

I'm also having the issue with the sims standing while watching TV. I had it before the toddler patch but it's more consistent now. It's annoying but tolerable...for now.

I'm also having an issue with the toddlers which is just annoying. I saw no other mention of this issue.
When I have a toddler hit or yell at their parent I tell the parent to do the misbehavior one (I forgot what it says) but it seems like every single time I do, they tell the toddler a funny story instead of scolding them then I tell them to scold them again and it repeats. If I cancel the interaction the scolding one disappears.
Is the scolding coming up as tell a funny story? It's kind of hard to put them on "time out" (sitting on their bed with nothing to do) when they're rewarded for misbehavior.

Repairing the game may help. To do that, right click on the sims 4 picture in Origin and click repair.

Repairing did not help. The toddler gets scolded or yelled at then they just go on listening to the toddler babble like it's a good thing.

If you have cc/mods in your game, move your mods folder to the desktop. Then start the game and test to see if the issue is still there.
Try resetting your sims 4 folder and see if that helps. To do that, move your sims 4 folder ( that is in Documents -Electronic Arts - then the sims 4 folder is there ) to the desktop. Then start the game, and a new sims 4 folder will be generated. Exit the game and then copy back the "options.ini" or " options " file and the "saves" , "screenshots" "tray" "custom music " and "mods" folders from the desktop sims 4 folder to the new sims 4 folder, replacing the new generated file/ folders with the old file/folders from the desktop sims 4 folder.

I've noticed the same thing....especially when trying to deal with multiple toddlers. If the toddler starts talking to the adult, then that pretty much takes priority over anything the adult is queued to do and hangs them up until the toddler is done talking. I think it has something to do with the fact that toddlers can't take care of themselves (at least not entirely) and so it's set up so that the adults are completely responsive to the toddlers, even to the point of ignoring what they are directed to do by the user.
