Mmm.... It would make it easier for mafia to claim VT... If there were more VTs...
Like for example...
Marshmallow is a bodyguard now... So if you applied a formula then Marshmallow has a 20% chance (any percentage, actually) of receiving their power role, and an 80% chance of being a VT. Same for all the others...
I suppose it might be different for masons and such............... Hmmmm....

The only way it will maybe work is if less people play... And it looks like that way already... So it will work out... I think of give every role a number and you as player have to choose a role between 1 and 15... So say there is only 9 players 6 roles will still lying in the bin... That will also bring a bit of mystery...

It will be very easy for a mass claim to happened and the game will be ruined.
Mass claim is forbidden... But it's not to say... Players can be less than 15 so not all the roles will be taken...

How can you prevent mass claiming but allow claiming?
Not being allowed to claim character names would dramatically decrease the effectiveness of mass-claiming, if Alleen did that. Then mafia could hide as VTs and pick off all the silly townies who claimed their power roles.
