Move your mods folder to the desktop, and then start the game to generate a new mods folder then test to see if the issues are there. I know that you have tested before by removing your mods/cc but try doing it again but this time moving the mods folder so as a new one is generated.
Try uninstalling and reinstalling origin and see if that helps.

Pull out your mods folder. What you describe is a common symptom of no-longer-compatible mods. (Unfortunately, we can't help you with those particular mods: we aren't permitted to discuss them on these official forums.)

Remove any cc/mods that you have in your game and see if that helps. If it does help, then put your mods/CC back into the mods folder one by one or in batches and testing after each one to see which is the cause of the problem.
Then find out if there are updated versions available somewhere. Maxis is not responsible for making mod creators update their mods when the game is updated.

You can still have mods in your game. You just need to test which ones are causing the issues.

Put one mod/cc in , test it, take it out. Then test another one.
If the mods are causing issues in your game, you need to remove them to test to see which mod is causing the issue. After removing or updating them with a new version, the issues you have may be fixed.
Try coming out of the game, then going back in again and see if that helps the issue. Are you having issues with both your sim at his work as well as your sim at home?

Having get to work and outdoor retreat installed shouldn't cause the issue.
Try shutting down your computer completely, then starting the computer again and seeing if that helps.
Try turning off origin in-game and see if that helps.

Try resetting the sim.
If you still have issues, go to game options, then cancel the pop up and see if that unfreezes the sim.
