Just going off of the expansion packs that we got from Sims 2 and Sims 3, my order would be.
(1) Open For Business (Ambitions, Get To Work) = This is always a favorite of mine.
(2) Generations = I feel like the life stages are lacking at this point and I think generations would do a lot to resolve that.
(3) University Life = It's a really great way to add something more to the game and make high school in the game more meaningful. It adds a lot of depth.
(4) Seasons = I think weather adds a lot of new options to the game. Plus, when you are playing with packs like Spooky Stuff and the Christmas pack, it adds more of a nice backdrop to the situation. You can have actual holidays.
(5) Freetime = It may just be me, but I feel like leisure activities are a bit lacking in Sims 4. I want them to be able to take on more hobbies and have more ways to fill the fun meter.
(6) Bon Voyage (World Adventures, Island Paradise, Outdoor Retreat) = Having new locations to explore is always a good thing.
(7) Pets = I like having animals, but I could also do without them. They would be fun, but they aren't hugely important to me.
(8) Into The Future = It was fun for a bit, but I got bored of it after a while. I mean, how often do I really need to time travel?
(9) Nightlife (Late Night, Get Together) = My sims don't get out much, so it's not that important to me. Get Together was a huge let down.
(10) Apartment Life = I usually don't live in apartments, so I really don't care if it ever shows up again or not, but it would add some fun variety to the game.
(11) Supernatural = I never play other life states so I really don't care if it ever shows up again or not.
(12) Showtime/Katy Perry= Please do not bring this crap back. I do not want any more Katy Perry. The acrobat career was cool though.
Now, as far as new expansion packs, I don't really know what I want. Every idea that I have seems too small for a full expansion pack.
One object that I would desperately like to see make a return is cars!
For me there are only a few ep's I care to see, the rest could be completely new ideas.
1. Seasons: I think this could be a game pack now though.
2. University: I'd like this to actually be more about all the life stages of school rather then just University. Like if they made school for teen and child more involved with semesters and summer/winter breaks, that would work well with Seasons if they could manage that. It would be nice if they expanded on careers and tied them in with different types of degrees i.e associates/bachelors. Then if you only got an associates and you go into a career you can only go to like career level 7 or something(like in Doctor field you wouldn't be able to advance past registered nurse unless you got the 4 sim year degree.) I'd like it if there were a community college which was cheaper but didn't allow you to get a bachelors. Then maybe your sim could work and go to school for the better degree after they got their associates. It would be nice to see more part time jobs while sims are at University as well, like waitress, bar tender, part time retail etc. I don't know I just hope this time they make University a lot better and have it intertwine with sims every day lives rather then just sending them away for a period of time.
3. Generations: I'd like to see this be about families of course but I feel like it could really mesh well with Seasons and University. Seasons is just a great basis for every day sim life and University/school is a big part of our little sims growing up and Generations is a big part of the family as a whole, it all ties in for me.
Seasons, family, school, careers, aging up our little sims to be successful and start the cycle of our parent sims all over. That's what those 3 ep's kind of mean to me, if done right they can support all life stages and give great game play to all those life stages. Honestly I wish they'd just put out Seasons as a game pack and then combine University/Generations into a very large ep, I'd pay extra personally.

4. City life/ Apartment life. I love the city and I like some of my sims to live in a city setting. I'd really like apartments back in the game, it would be great with a University ep too. Lots of new careers for city type living. I think a town life ep could actually have all the same things as a city life ep but I'd just prefer those things to be in a city setting rather then town. We have towns already. Sims could go live in the big city after finishing University and have a more fast paced career like advertising, stock broker, modeling, fashion. Or they could go back to their home town and live in the quiet little community, start a family have a more slow paced career that gives them more time with spouse and kids. Ok well that's it, I won't say any more, promise.

Deleted some and added some. Also even though #8-9 are at the bottom, my longing for vampires belongs at the #5 position.
I'm okay with how the packs come regardless and frankly I hope some packs come sooner like Generations.. not because I need it specifically but because it is needed. I'm looking forward to all the packs because I'm enjoying the way things are redone. So bring it on in any order .
The only one that gives me the chills is a pack fully based on reality tv.. I just hope they make it so you can play it other ways and or full of content otherwise.
1. Generations/Family play - for all the many people that are wanting toddlers done (I'm neutral on them but I recognize that there is a need.) Whether the toddlers are introduced in a patch and expanded on this EP or completely exclusive to this EP, not sure, but one of the two.
2. Pets - traditionally one of my two favorite EPS. Not opposed to them also including zoos, aquariums and farming related activities in this.
3. Seasons - my other favorite EP. In addition to weather and holidays I'm not opposed to farming (non animal related so more like harvesting) included in this EP.
4. Vacations - Maybe 3 to 4 different and unique places, not sure where. Something mountainous and something beach related for sure, and maybe some other kind of culturally diverse location as well - either like an African Safari or something from the Orient or Mediterreanian. They could even have a cruise ship as one of the locations.
NOT NECESSARY BUT WOULD BE NICE:
5. Some kind of expansion of city life. Restaurants, more clubs, not a focus on "partying" necessarily but a metropolis where you can get out and do things. We already have some night clubs so this would just be expanded on. Kind of a combination of Late Night/Superstar, Hot Date if you will. This could also include apartments.
6. Amusement Park, Theme park Zoos, Aquariums type of EP. Something brand new. Make it multiple locations much like vacations - you can have more than one.
7. I'd really like a Sports related EP as well. It seems that Sports has always gotten the short stick when it comes to the Sims. We get a few games and a few pieces of exercise equipment, but that's it. Or maybe not just sports related but you could have a Hobbies pack with 3/4 focuses and sports/exercise could be one of them. If that is the case you could definitely do a crafts hobby as well, and maybe a fashion or design hobby? Not sure.
Those are mine. I know so many people want to have University or Supernaturals and Im sure we will get some of that, but they were never big priorities for me.
It's kind of sad that I have to point out that anything I say is only just my opinion and may be a different one from someone else.

Seasons Expansion ( I miss the weather from Sims 3 Including all the stuff to do with the different seasons. Snowboarding, Skiing Ice-skating Roller Skating skateboarding football basketball soccer snowball fights and baseball. Heck I miss Whoo hoo in leaves. I mean jumping in leaves. Festivals. By for the season expansion was probably my most favorite expansion in the last game.
Venue Game Pack + Hidden Lot Editor. The sims has always needed more venue to go too. Sims 3 store venues was the answer in the sims 3. It doesn't matter if its the zoo, a aquarium or a theme-park, restaurants. The art museum and library are pretty tame. So far the bars are pretty tame as well. The movie theater set that recently came out kind of stank. Get together would be so much more interesting if there actually was more things to get together and do. I'm not talking about playing boring darts or line dancing. I want real venues. Heck bring back the mechanical bull. The arcade machines. The Casino content and the scuba diving and the windsurfing beaches. Our sims are bored. Heck I'm bored!
Freetime Expansion from the Sims 2
This had ballet, sports, pottery, fixing cars. It was chalked full of goodies.
Occult, Horror, Fantasy, Science Fiction Expansion. ( Supernatural) But a lot more than this. Yes werewolf zombies mermaids witches wizards fairy mummy and monsters are fun. It's what made the Sims 3 so dang interesting. This would have been higher on my list but Create a World would solve some of this if I didn't have to worry about wiping out a world so I could plug in all my custom medieval and fantasy content in. Right now it looks pretty dumb to have a wonderful castle, a handful of hobbit and elf looking sims with a bunch of track housing showing off in the distance.
Generations - My number one want right now is toddlers and babies that we can carry outside the crib like Sims 2.

Vacation - I want more vacation spots and Far Eastern themed items
Other than that, I also want more options in build mode, such as:
1. the ability to remove one floor tile at a time like Sims 2
2. rounded walls, rounded roofs like a cone
3. spiral stairs or L-shaped stairs
4. terrain tool like Sims 2
5. skylights
6. recessed lights
7. garage/driveway and cars
I feel like generations would defitnely bring a lot more fans back to the game and it'll hold down the masses until something else comes along. I secretly hope that we get a superhero GP inserted of a EP.

- Outdoor retreat game pack (more areas to explore

- a love themed gp which enhances dates adds new romantic interactions, adds crushes for kids,

After Generations, I would LOVE a University pack. My requested features: 1) The pack that a new Sim gets with the aptitude test. 2) Add the ability to choose how many courses they can take in a semester. 3) Keep the term paper, assignments and skill building from Sims 2. 4) Give us the ability to go to college from home OR live on campus. 5) Make the classes non-rabbit hole. I would like to be able to follow my Sims to class and see them learning (I know this was a feature in TS3 but I never played it long enough to see this). This would really draw me back into TS4 and increase my game playing time again.
Also (I saw this in a previous post), I would love it if there was a patch that brought in the attraction/chemistry feature that made forming romantic relationships much easier. I HATE the way it is now. It seems too complicated.
