How do you get the Love Quest to come up on Level 7 of freeplay?

Is there a fast way to do this because I have two sims who are best friends and I want them to become romantic. When I click on romantic it says I need to do this quest and neither can be romantic. I have the android version of the game.

Played it a long time ago. Plant stuff and reach the required level.
