I used the Easy CASP Editor to make his boots available in CAS. Maybe you could do the same for his outfit?

There's a cheat unlockOutfits [on or off]. Use that and you will get every outfit which is usually unavailable.

What Cyron said. unlockOutfits on before going into CAS.

i can only find similar outfits but none of them have that tron glow like Emit's

@PiscesCardinale That glow comes from the outfit itself. Relevart just has customized non-default colors:



That's him in his original outfit on the left, and then in 2 of the defaults. I used the unlockOutfits on cheat to get the outfit to show up on the Dresseer>Plan Outfit. All variations have that glow, although none of the defaults has a blue one.

To get Relevart himself I used NRaas MasterController's Sylist option. From there it's trivial to save his outfit as it is. If you don't use mods, here are the color values for each channel:



The "tron glow" comes from the last channel. His boots are same as the first two values.
