Adding floors to high rises?

I was wondering if it was possible to add another floor to already made apartment high rises, not one above the apartment but below it. I wanted to add another floor above my lobby but when i go up a floor it goes straight up into my apartment floor way at the top. I can;t add stairs or another elevator to the lobby either. I also have all of the cheats turned on. So is it possible?

Do you have RestrictBuildBuyInBuildings off enabled? If not you could try it, otherwise it isn't possible to build another floor above the main floor
