This is a modified Create-A-World tool that enables various features that are disabled by default. To install, either drop the .exe in your CAW folder (C:\Program Files (x86)\Electronic Arts\The Sims 3 Create a World Tool), or if you prefer to patch it yourself, see this tutorial by Simsample.

Allows elevations outside the defaults
Unlocks the "Vertex Count Tool" that allows you to adjust the terrain geometry detail level
Unlocks the "Pond Tool"
Unlocks the "Scene Statistics" that shows some statistics and allows you to delete ponds created with the pond tool
Allows you to change the world type when editing the name/description
Unlocks all objects and effects
