The "No Stray" Gnomes aren't working!

I bought all three for my lot and set them to keep away all animals. Yet stray cats and dogs still show up on my lot! Sometimes they'll bypass the gnomes and head right for the front door. Often when leaving, they will pee near the gnomes (Yet leave no mess).

If you click on the gnomes I think options will appear to change what the gnome does. I think when I first placed these gnomes they were on a option to attract strays so I had to click and change their option to change their effect.
